Terms and Conditions for Park&Ride with Transport Connect

Customers who are not registered for Park&Ride with Transport Connect must travel with an accepted Opal card in order to receive free parking at Park&Ride car parks. The Opal card must be presented to the reader when exiting the Park&Ride car park. If valid travel has not occurred, the customer must pay the applicable parking rates. By registering with Transport Connect Park & Ride, you will enjoy the benefits of 18 hours free parking when you use your registered Opal card or contactless transport payment (“CTP”) method to pay for travel.

1. Transport Connect Park&Ride Service

1.1 These terms and conditions apply to the Park&Ride Service in your Transport Connect Account.

1.2 By registering for the Park&Ride Service, you agree to be bound by these terms and conditions, including authorising TfNSW to charge your nominated Payment Card in respect of all Commuter Car Park fees if you are the Primary Account holder.

1.3 Additional Terms and Conditions for use of the Park&Ride car park are posted at each location.

1.4 If you have not activated the Park&Ride Service and followed the registration steps as detailed in these terms and conditions, you will need to make the appropriate payment at the Park&Ride car park gate to exit. Terms and conditions of parking, including payment obligations and rates are signposted at each Park&Ride car park.

 

2. Registration for Park&Ride Service

2.1 Registered users of the Park&Ride Service will be able to enter and exit Park&Ride car parks by the number-plate recognition solution installed at each Park&Ride car park.

2.2 You only need to register for the Park&Ride Service once to use all Park&Ride car parks.

2.3 To register for the Park&Ride Service, you must provide valid payment card (credit or debit card) details (“Payment Card”). Applicable parking fees will be charged in accordance with section 7 of these Terms and Conditions.

2.4 When activating the Transport Connect Park&Ride Service, TfNSW will apply a $1 pre-authorisation to validate your Payment Card. You agree and consent to this pre-authorisation being applied. TfNSW will not apply any actual charges unless you are liable for car parking fees in accordance with section 7 of these Terms and Conditions.

 

3. Linking your travel card

3.1 You must link at least one card you use for travel on public transport to your Transport Connect Park&Ride account (“Linked Travel Card”). Your Linked Travel Card may be an eligible Opal card, CTP card or both. We recommend you register all cards used to pay for travel.

3.2 The following Opal cards are not eligible to be a Linked Travel Card:

3.2.1 School Opal cards;

3.2.2 Opal Single Trip Ticket;

3.2.3 Any Eftpos or Pre-Paid debit card not accepted for CTP transactions.

3.3 If you use a smart device (eg, such as watches, phones or tablets) to pay for travel, you will only need to provide the physical credit card(s) or debit card(s) linked to the smart device. You do not need to provide the separate device number of your smart device.

3.4 TfNSW will store these details securely to validate travel for the purposes of providing free parking at Park&Ride car parks. Your Payment Card will not be charged other than in accordance with these Terms and Conditions and the Opal Terms of Use.

3.5 You acknowledge and agree when you link an Opal card or CTP card, TfNSW will review its travel records activity on Linked Travel Cards when a Linked Vehicle exits a car park exclusively for the purpose of validating entitlement to free parking. TfNSW does not monitor or track the use of any Opal card or CTP card.

 

4. Linking a vehicle to your Transport Connect Park&Ride account

4.1 You must also link at least one vehicle to be used at Park&Ride car parks (“Linked Vehicle”). Once you have linked a vehicle to the Park&Ride service, you will be able to enter and exit Park&Ride car parks with that vehicle using the number plate recognition solution.

4.2 You may link multiple vehicles to your Transport Connect Park&Ride account.

4.3 Each vehicle can be linked to multiple Transport Connect Park&Ride accounts. For example, multiple family members can link the same vehicle to their separate Transport Connect Park&Ride accounts.

4.4 Linking of a vehicle to your Transport Connect Park&Ride account is not connected to the registration status of the vehicle and TfNSW does not validate entitlement to link a vehicle to your Transport Connect Park&Ride Service.

4.5 You confirm that you are, or have the consent of, the registered operator of the vehicle under the Road Transport Act 2013 when linking the vehicle to your Transport Connect Park&Ride account.

 

5. Primary Account holder

5.1 The first person to link a vehicle to their Transport Connect Park&Ride account will be primary account holder for that vehicle and will be responsible for all car parking fees, regardless of whether they were driving the vehicle at the time of fees being incurred (“Primary Account”).

5.2 If a vehicle you are attempting to link to your Transport Connect Park&Ride account is already registered to another Transport Connect Park&Ride account, TfNSW will notify the Primary Account holder of the vehicle being linked to your account. You consent to TfNSW notifying the Primary Account holder of the vehicle being linked and providing your name to the Primary Account holder for validation purposes.

5.3 You may change the Primary Account holder by contacting Transport Connect Support.

5.4 The Primary Account holder may remove other Transport Connect accounts linked to the vehicle within the Transport Connect portal. TfNSW will notify you if you if any vehicle is unlinked from your Park&Ride Service.

 

6. Eligible Travel for free parking

6.1 To be eligible for free parking, you must travel on an Eligible Transport Service. An Eligible Transport Service is any Metro, Train, Bus, Ferry or Light Rail service where an Opal card or contactless credit/debit card is accepted.

6.2 Private ferry services and On-Demand bus services are not Eligible Transport Services.

6.3 You must tap on using your Linked Travel Card and tap off at a different location using the same Linked Travel Card to complete a trip on an Eligible Transport Service (“Eligible Trip”).

6.4 Tap on reversals and incomplete trips (excluding Manly Ferry services) will not qualify for free parking.

 

7. Using Transport Connect Park&Ride

7.1 As you approach the Transport Park&Ride car park entry, the number plate recognition technology will scan and confirm your number plate and record the time of entry. TfNSW retains this record for the purpose of operating the Park&Ride car park service.

7.2 As you approach the Park&Ride car park exit, the number plate recognition technology will again scan and confirm your number plate to determine if it is linked to a Transport Connect Park&Ride account. If the vehicle is not linked to any Transport Connect Park&Ride account, you will need to comply with the Terms and Conditions at each Park&Ride car park to exit.

7.3 If the number plate has been linked to any Transport Connect Park&Ride account, the gate will automatically open to allow you to exit the Park&Ride car park.

7.4 You acknowledge and agree that TfNSW will scan and record your number plate and time of entry and exit into a Park&Ride car park. You further acknowledge and agree that the system will scan all Transport Connect Park&Ride accounts linked to the vehicle and each of the Linked Travel Cards linked to those accounts for the sole purpose of validating eligibility to free parking.

7.5 When reviewing travel records, TfNSW looks only for confirmation of a valid trip on a Linked Travel Card. Details of the valid trip, including location and fare are not reviewed or used.

7.6 You will be entitled to up to 18 hours free parking at any Park&Ride car park for a Linked Vehicle if a Linked Travel Card was used for an Eligible Trip between the time of entry and time of exit of the Linked Vehicle from the Park&Ride car park.

7.7 If you exit a Park&Ride car park, you will not be eligible for free parking at the same Park&Ride car park or any other Park&Ride car park unless you use your Linked Travel Card for additional travel. A separate Eligible Trip is required for each period of free parking.

 

8. Car Parking Fees

8.1 Where an Eligible Trip is not detected on a Linked Travel Card, the gates will still open without the need for any further action from you, and the Primary Account holder will be liable for paying applicable signposted parking fees.

8.2 The number plate recognition solution only captures the number plate of the vehicle and does not capture or store images of vehicle occupants and cannot provide information about the driver of the vehicle when entering or exiting the car park. The Primary Account holder is liable for all parking charges in respect of the Linked Vehicle.

8.3 TfNSW will automatically bill the Payment Card of the Primary Account holder for any parking fees due without any further action required.

8.4 By linking a vehicle and being the Primary Account holder, you agree and consent to TfNSW charging your Payment Card the signposted car parking fee, regardless of who was driving the vehicle.

8.5 If payment for any outstanding fees in unsuccessful, TfNSW will employ debt recovery action and will attempt to recover outstanding payment from your Payment Card in line with debt recovery practices. Until any outstanding fees are paid, all Linked Vehicles linked to your account will be blocked from frictionless exit. You will be required to pay for any further parking in accordance with the requirements signposted at each Park&Ride car park for unregistered customers in order to exit the car park.

8.6 You may make payment for any outstanding debt or change your payment details in the Transport Connect Portal.

 

9. Refunds

9.1 If the Primary Account holder is charged for parking but believes that an Eligible Trip was taken using a Linked Travel Card, the Primary Account holder may apply to Transport Connect support for a refund.

9.2 TfNSW will not provide a refund if the Transport Connect Park&Ride account was unlinked at the time of the travel.

9.3 TfNSW is not required to validate the driver of the vehicle to charge the Primary Account holder for any parking fees outstanding and will not issue refund where the Primary Account holder is unaware or unable to determine who was responsible for or driving the vehicle at the relevant time.
